Also, when emailing HR your personal email address and asking them to confirm, send the email to one person in HR, while cc-ing a few other HR individuals and the general email for HR and IT in that same email you send, too.
This way, one individual actual person is being expected to get back to you on it, with others seeing that, and involving a different group (IT) who will be seeing what's going on with the chain of correspondence, too. IT is involved in severance re: returning equipment/devices, so it's legit to include them in your email to HR for this. The more eyes that see you're not initially getting answers to a reasonable request, the better.
Follow up after your 2 day deadline via phone call to the person you addressed the email to, if they haven't emailed you back yet. Then you email them immediately after your call where you either spoke w/ them and got it resolved, or left a VM, where you had to again make the request for confirmation. "Hi, this is _____ calling to follow up about the email I sent to you on __(date)_____ at ___(time)_____ to make sure that you have my personal email, for offboarding correspondence. Please email me today to confirm you've received this information. Or, if you catch them to actually speak, at the end of the convo., reiterate that you're expecting them to email you confirmation, as soon as you're off the call.
And if you still don't get an email from them confirming, then send another email request, with switching out the "To" addressee with one of the other people you'd had in the cc before, and putting the original "To" person into the cc list. So now, you're going around them and calling them out in front of their (multiple) co-workers, while still being the innoccent little laid-off person who just wants to make sure they have your contact info. You want to be polite and professional, but get more and more assertive about being a pain in their a-s, with no hesitation about being willing to blow up their spot, if they keep dropping the ball. Public humiliation can do wonders to get swift action happening. Just document it all in writing, to CYA! And if you call without speaking to the callee, always leave a VM, and then immediately follow that VM up with an email to them where you reference the VM you just left for them. Don't give them any wiggle room...keep the pressure on, and you'll get results. LOL
