The stock drop is due to a low forecast, not based on how Qcom did the past quarter. Qcom often gives low forecasts only to show good earnings the next quarter, which results in the stock spiking. It doesn't matter if the earnings are low next quarter as long as they beat projections.
I doubt 45, more likely $75
May be $30.
I doubt it hits $45. More likely, if it dips to $100, qcom becomes a take-over target. I'm sure the buy back is to stop it hitting that range
