Yes, it is a massive research project with many rules. See if you can get a random sample from 300 cities and pass an annual audit with your own research project. Given the cost, could you sell that? In my section, the outlet rankings were consistent over many years with 2 different methodologies.

Nielsen data has been suffering for years, bad data collection managers, no foresight of the changing respondent habits, siloed departments, business leaders with no market research backgrounds, HR afraid of their own shadows.
All this bad management has finally caught up with Nielsen. Currently their is confusion across all products; closing areas with no current or future profits is a wise thing to do. Cutting staff in order to meet budget goals is a mistake.
But guess what, Nielsen is to big to fail; it will continue but as a very diluted product.
