All companies that are laying off should report to state DOL but o don’t see anything for Citibank in New York, NJ or Texas

Citi announced publicly on restructuring. Warn not required
They don’t have to if they give you a 60 - 90 day non-working notice.
They don't do it. They pay the fines and disregard the requirement.
