Problem is PG over hired and his ego or religion is preventing him to layoff 40k mid level management coasters doing nothing. If he removes coasters intel is back in game.

BK did 2016 ACT layoffs pro actively (is what he said then, that shareholders will want them to do it eventually). PG seems to be taking a post active stance on layoffs ( leaving it to whoever takes it from him after he leaves) to clean the mess.
