To decrease costs, they now aim to reduce the number of MDs by delegating their work to VPs, reduce the number of VPs by delegating their work to AVPs, and to reduce the number of FTEs in India to Indian contractors.

Agree 100%. The company used to promote from within only the people actually qualified to be promoted. Now they promote people who a Boss likes.
I seen these newly unqualified people use their position to bully workers to do some of their work. They use the excuse, " This is your chance to increase your skillset by learning new things.
Translation, " I have no idea what I am doing so I am going to dump some if not all of my job duties on you. Our spread it among a few other people.
Instead of reducing headcount, there should be a policy that demote workers. I've seen people getting hired or promoted into a higher level that are unequailified in their new role. They got the job because they tricked the right people. Meanwhile the worker in the lower level that picked up the slack and took over the responsibilities the entire time should be promoted.
