Until this is over, Qualcomm is only getting minimal productivity out of me. Putting us through this in such a way by making us wait like this is simply inhumane. So instead of focusing on work, I've been focusing on my mental health as we wait. And I will continue to do that until this is over.

People who think this lay off would be performance based know sht.
The layoffs are performance and value based. Employees are ranked based on their near-term and long-term value to the company. Each time they need to do a layoff, they go down the list until they meet the quota.

Anyone who thinks there won’t be a performance component of this layoff is fooling themselves. Yes, whole projects will be cut, but when a team is given a $ amount that needs to be cut, managers will absolutely be looking at performance and value of each employee
Show the management that their sh-t cannot be taken anymore. Everyone should stop working and start job hunting. Let this show up in their quarterly review.
This layoff is NOT performance based so it doesn't matter how much effort one has or presently puts forth in the job. Advice.... Qualcomm will treat you like dirt..... you are disposable and only you can take care of you.
Qualcomm will identify those with minimum productivity. They will be one of the first to go. Frankly, I'm surprised you are not working your butt off. There are very few job opportunities outside of Qualcomm right now.

Dont worry, qualcomm is getting the minimum from everyone already, some just playing the politics better than you, that s the only difference
