At this point the only way he will realize when he has noone to do the actual work, over bloated in non essential areas and has to re-hire in bulk in the essential product lines

Some of the groups to be outsourced are just now going through that transition.
I assumed they got the 60 day notice, so no WARN requirement, but some may have just gotten a shorter period of time to transition their job.
Not sure it will all hit WARN but a number of groups will be downsized or eliminated as the ongoing business review takes its toll. This is kind of the new normal.
