How are they laying is so many people without notice?

@be but there's also a lot of stuff happening in IT for hot mess' and his crony CW's pet project. That is definitely in usa. But likely carefully staggered enough to not need to raise the warn flag. sure hope these people stick around long enough to get to feel the pain of their actions. Fat chance of that happening though.

@OP The law needs to change where it should be total number of people in USA (any state) that get laid off that is over 50 or more employees should be reported in the state with majority of the employees (in USA). But that won't work since each state has their own laws and independent of another state.

My company does the same thing - no warn notice. They layoff only 49 people each month per state. If you're a remote worker in Idaho, but the company is in Texas, you belong to Idaho virtual office. Therefore, you don't count towards the total laid off in Texas but instead you count towards the count for Idaho layoffs.
Another words, let's say the company wants to layoff 95 people. Well, they won't show up on any state layoff warn notice as long as it's under 50 per state. Therefore, if they have 45 people in Texas office, 3 people working remotely in Texas = 45+3 = 48 people from Texas getting layoff which is under 50 so they don't have to report to Texas gov't warn notice. And let's say the remaining are in Idaho where 40 people work at the office building and 7 work remotely in Idaho = 40+7=47 people in Idaho get laid off which is under 50 people, therefore the company doesn't have to report to Idaho gov't and get to stay off the warn notice.
The rule is 50 or more per state would have to get laid off at a site with 100 or more people, or the site with more than 100 people closes.
