@inf You laid out everything that the UP is. You mentioned about being safe and productive, and yet you indirectly described the UP management. If you weren't efficient at the UP, then you get to be a manager. If you have a brain and can actually make decisions without using a flow chart to make said decisions, then you get threatened with termination. You mentioned about setting expectations. Does that go for everyone? Everyone on the ground has "expectations", but what about the management that gives the orders? The management team has almost no liability when things go to sh1t in a hurry. Nope, they just find whoever they can to blame, even though it was that very management that gave those orders and threatened the folks on the ground with termination or insubordination. You can't move the goal post when someone is trying to kick a field goal. The UP management is constantly setting expectations, and then changing expectations without telling ANYONE! Those decisions made by the current management team is why the UP is having so many problems right now. There's not a single person that knows what's going to happen at the UP anymore. So you're argument of expectations is pointless. This is and always has been a managing by fear tactic. You're loyalty to the UP is breathtaking in your post, but you need to open your eyes a bit further. Stick around and see what happens when the report comes out for the unmanned train that was recorded doing 100+ MPH before it derailed.
