This may sound crazy but is there a thing of the Manager/s deliberately having shipment delayed for certain departments ?

Hold & Flow is often ridiculous. For a while, a good quarter of it was markdowns. This past week we've received coats that aren't even on the sales floor.
@hb Managers have no input as to when Hold and Flow ships. Hold and Flow is a supply chain initiative designed to strategically manage inventory by deciding when to hold products in distribution centers and when to ship them to stores based on real-time sales data and demand signals. This allows the company to maximize sales by having enough product in the right stores reducing excess inventory and markdowns.
