Top-performing staff in non-critical positions should be retained. They are loyal and faithful in small non-critical matters, and can succeed in critical teams due to their right attitude. Why is Q so d-mb about gifting talents to our competitors? When loyalty and faithfulness are not properly recognized and rewarded, every talent hired by will know and has an exit plan in their head. Q Management doesn't know who is critical or smart. They just take of themselves and key folks on the network.

At Q sinking ship, talent is an utopia; because there is no innovation, work is being outsourced to third world countries: India, Mexico (TJ) done by button pushers and even in SD, divisions operate on third world cast system principles.
Apple got the laid-off talents from both Intel and Q. Based on the observation that Wanshi went to Apple and Q lost the RAN4 chair to Apple, I think Apple’s modem team has acquired some really good RF engineers that can attract more talents and gathered more support in 3GPP meetings

It's a little late for this recommendation, as the barn door has been open for 2+ years. A significant number of high quality engineers have been laid-off or left due to seeing the writing on the wall. Overall, I'd rate the talent pool remaining at a B- to B, on average. There are a few very good people still around, but the majority are meh...
