what is the point of these "manifesto" documents full of generic garbage written by people in london who have no idea how the technology works

how did they skip the layoffs?

That is the job of engineering excellence team. it is showing its value of existence by promoting all kinds of manifesto. It is all about political. Wealth tech was running far better than servicing or markets tech team before, now have to adopt tools or methodolodgy used by serivce or markets team.

See, more than work you should be 'seen' to be doing work. So, whether you can contribute meaningfully in a meeting or not, you need to be seen in the meeting as attending. Some MD's and D's don't even care if their juniors are doing actual, real, good ol' fashioned work..is your calendar chock-a-block with useless meetings or not? That's what is important if you want to get promoted etc. I know such people in my department.

Similarly, manifestos, frameworks and mouth service is far more important at Citi than actual work.
