I don’t think HR does everything. Just the opposite in fact. I don’t think HR does anything at all. I think HR’s biggest most horrific fear is that one day they may have to actually do something.

The budget comes from global seniors, then trickles to your manager. The funds are distributed by formula's but your manager can move money around their direct team. Any manager saying HR only gave X is full of sh-t because they don't want you to know it was them. Haha.
I will say I was 1/2 each of the last two years as an SVP — and after the way my comp went last year where it was a lowball with the explanation being “high cost area” even though my pay was below market, I left a couple of months after that. So depending on your location, they may look to squeeze with the idea to “keep” you if you’re willing to work the rate they’d get someone in say Tampa or Dallas for compared to NYC.
Rate 1 or 2 are intended to keep. So low ball is not happening. 3 or below are not cared. You can leave or stay with lower pay. Is this clear?
That IS the formula. To low ball mmmaaannnyyyy in order to encourage attrition. This is important as to layoff, you pay out severance, with attrition you do not.
This attrition is key to Jane’s master plan to be able to recoup lost revenue from regulatory fines, lost or settled out of court lawsuits and bad decisions without her own pay from being reduced but rather the employees instead of her.
YOU and OTHERS will be low balled on comps, she will not be.
YOU and OTHERS will be re-leveled at reduced pay, she will not be.
You should see a pattern by now.
