Respectfully disagree, 'short term needs' here at Citi means an opportunity for massive contractor bloat because of poor planning and fast turn hiring. Longer term, assuming this place can ever get to a place of thoughtful and timely planning and budgeting, ftes are more cost effective. Tech is massively bloated with contractors right now. Public plan is to cut many due to bloat and high cost. They aren't cheaper to hire, they are EASIER to aquire.

Contractors are deployed for short term needs. And when to be shut for cost cutting , easier with contractors than with employees. So many employees are inefficient if you look around but linger

Known fact, why FTE should be worry about them. I say, drop 100% contractor from face of Citi earth and let FTE manage it. Keep it in house.
