Trying to be more objective this is what you get when you put teenagers in charge and don't let them mature. Just pick the high potential candidate with the right wasta, the right "hardly earned diploma" and let him run the show. One of my guilty pleasures was bringing down the egos of these sn-t nosed kids when they got too co--y showing off their "expertise. I would grab the co--y S-B in the middle of his "lecture" to his buddies and throw him a few questions just to hear a series of "ehms" and "uhms" then I would tell him in my best Louisiana accent "Look son, I took that subject in college more than 30 years ago, so it's much fresher in your head than in mine". Watching them sweating bullets and leaving my office with teary eyes was priceless.
They all got the intellect and temperament of a petulant chimp. Not one is better than the other, all just flaunt their purchased degrees from well established universities.
For the "US Expat", go suck a nut. The only people that believe that are your fellow Saudi.

Let me tell you about Operational Excellence my boy, please sit and have a pencil and paper at hand....
In the department I used to work in they had a 3 year window to prepare for their Operational Excellence audit. Well, I got called in 3 months before the Audit. My predecessors in the previous years which were two locals, did diddly squat except for just a couple of signed sheets.
This was actually the most stressful period in my tenure. Bombarding management and everyone to sign backdated documents. Forging 3 years worth of documents in a matter of weeks. To add insult to injury no support from my supposedly assigned team.
Add to that an ISO Auditor coming in so we could get this process ISO Certified. On this item I suspect money changed hands at some point.
Audits and certifications were passed with flying colors, but any self respecting human knows that it's all a bunch of bu-----t. So whenever a Saudi shows me his diplomas and certifications I will respectfully tell them to make me a copy so I can keep it handy in case I run out of Charmin.

One out of ten locals is competent. Out of those competent ones it leaves one out of ten as a leader. The other nine are just playing their own version of musical chairs.
So maybe one percent of the local force I would consider true leaders, and not many of them will be found sitting in the right positions given factors such as wasta.
