Well, not best practice UNLESS YOUR ONLY GOAL IS TO FIRE PEOPLE.
It's not even like they're implementing it well.
My understanding was that they (a) made each manager stack rank their team (no matter how small) and (b) made all the teams follow the same curve.
Not exactly best practice in either case.
