5 years in dell, Have been working above my grade for a long time, boss told me promotion was secured based on merit but the SVP is drawing a hard line and saying everyone that didn’t get a green flag in Q4 is getting nothing. I took 20 days planned annual leave to visit family abroad in December and that’s why I missed it, and it can’t be argued with.

Wait you took 20days but could not hit green. Sorry that's a you issue. I took 15 days leave and still made blue. There are 65 working days if you missed 20 that leaves 45 days. There was enough days for blue. So green is what a range of 26/29 days leaving you about 16 days to play with. Bottom line if your days impacted you then you have yourself to blame.
Promotions are self-funded within an org. And you also need to move to the new position at 90% of the mid-point salary for that position. So if there are 10 people on your team, and you require a significant bump in salary to reach that mid-point, it all comes out of the merit increases for the rest of the team. Unless there are some slackers on the team that your manager can direct 0% merit increase, it's really hard to come up with the $ for the promotion.
@da+1jmg6tev6 is right. Look at how many people in your org that are same level as you and the next level. You’re competing with them. You also have to play politics and brown nose your director. If your boss isn’t saying your name to them, you won’t get a promotion.
You are doing it wrong.
It's far easier to get another job + raise at a new company.
Why you would pursue dell long term is frankly reetharded.
Spend your time and energy finding another job. the pay increase will come with it.

I don't think a lot people understand how promotions work either. There are not promotions for your team, there are a certain number of promotions/$ for an org. If you are up for promotion, you are up against all others asking for the same promotion across your org.
Example, You are an I8 wanting to move to I9, you are a standout on your team and deserve it in comparison to your teammates. Now, the org can only afford to promote 2 people from 8 to 9, but there are 12 managers with candidates for that promotion. Now, all of the leaders get together and state their case and the group then decides who will get the promotions. You may be the star on your team but you can simultaneously be the bottom of the ranking for the promotion.
Let’s face it, promotion into and up in M positions is all politics. The flag was just a flimsy excuse
Promotion talk is all lip service. I had it and then got bounced out the door.
This is an easy way out for them not to tell you the real reason.
More likely reasons will be a combination of the following:
Your face doesnt fit.
You'd outshine your manager.
You're possibly not that great in their eyes.
You're worth more to their org in your current role.
They have someone else in mind.
They'd completely forgotten or ignored any conversations around your promotion

This is true, but who is getting the promotion is decided in advance. The posting is just a formality that they have to go through. If you didn't know you were getting a promotion before the process started then you were never going to get it.

- - I think rules are a little different for Individual Contributors .. :(. We are not as important :(. I have been an I6 for 5+ years now. Have been working at a higher level for the past 1+ years. Really hoping for an I7 promotion in a week or two when I have my conversation.

Hmm what org are you in ? I missed green flags in two quarters. Mostly because I had to travel urgently for my father's surgery and I got into an accident. My manager seemed fine with it though ...
It's egregious that they sc--wed you out of a promotion due to taking leave that you accure. Do they expect you to work all year round? The moral at that place is lower than a sewerage pipe.
They were looking for a way, any way, to deny it to you.
