Ohio isn't the first state to get scr-ewd out of millions in infrastructure upgrades and tax incentives. Wisconsin got burned by Foxconn in starting in 2017 in what was supposed to be a $10 billion investment which would create 13,000 jobs. The factory was built, at least partially, but has a fraction of the employees and low to zero output. See the link below.
Ohio can expect more of the same. The building might get finished and a skeleton crew will be hired to maintain it but there won't be the the level of employment and taxes generated to meet the original agreements.
It will also be interesting to see if Hyundai finishes their huge battery plant in Georgia after the recent raids. There is a situation that could have been handled very differently and resolved in a manner which benefited both sides.
