Ok, now that we got rid of the 15% engineers and around 10k factory workers, we declare we will get rid off another 15% with in this year - this should make us the great engineer focus company that we all loved and wanted to be - god speed people.

Intel is not an engineering company anymore. Top 4 layers of managements are not technical, all kinds of silly decisions are made by those without technical knowledge.
People just want to follow their managers, who follow another manager, who follow another manager… These chain of blind followers … make Intel lose technical competence.
They hope that 5k people will just quit on their own by the end of the year to meet their 75k head count target. This means they will collectively punish everyone, or at least make working at Intel so unappealing, until 5k quit. If that doesn't work, they will do another round of layoffs. They could just do another round of layoffs and get it over with, but they want to torture you.
engineers? half of what I encounter are bozo managers, completely clueless PMs, radical dei leaders sabotaging the projects through their low IQ (now a bit in the closet, but my memory is long) and snowflake engineers who go through mental crisis every time something difficult happens.

@OP they did not announce an additional 15%. They announced they’ll allow attrition to take us from about 80k to 75k by the end of the year.
They cut a lot of coasters and scammers… just saying, they targeted some that are questionable though.
