I understand there are no guarantees in job security and there have never been any with any private job. However, given the way RTO was implemented, how long can we assume the non-hubs can exist and folks keep working there. Is there a realistic CRE document or HR guide somewhere to see which locations are going away what year in terms of leases not renewing etc. I see Austin is a COE. Chicago and St.Louis used to be in there, but now they aren't. There are people working now in Charlotte. So, not getting any clarity on this.

Always remember don’t spend your money to relocate, if you will spend your money, no one will value it and you will be fired anytime. So lets ask company to do it, because if they pay for relocation then they will be questionable , if they had to fire then why they paid relocation. This is only reason AT&T does not pay for relocation, so they can fire you anytime and they will not need to answer these questions. And they can, HRBPS, HR or managers, leadership can escape these liabilities. If they will pay they may be shown door if they blindly ask to relocate and later need to fire.
Whole purpose of RTO and Presence report is to keep firing people under one or other cobc. Intentions are not good, just to save few money they are blacklisting any good employees, so you can imagine how unethical this company become. So take decisions wisely, no need to spend your hard earned money in relocation.

Any CoE or Hub location can become Not a CoE or Hub location at any time. If you think your location is 'safe', you are sadly mistaken and delusional.

Why are you acting as if you really think there is some secret master plan somewhere, with everything clearly mapped out coherently, with associated timelines and supporting business case, etc.

There is no chance they put anything like that in writing. Leadership has bungled and lied about so many things that they do not want the labor force to have any way to question them.
Literally depends on your business unit with no rhyme or reason. Charlotte never was a hub until baich thought he could relocate ceo with all his old coworkers who are equally being purged from AIG and Wells Fargo. CSO literally hired an ex WF to run a router backhaul network who has a business degree and no network experience. Will fit in well with legg's BA running technology.
Count on lots of wells Fargo type data leaks cause that's who's running it.
