With 2/19 layoffs, wondering if those impacted will receive RRP?

It probably CAN be but probably won't be unless you have an exceptional manager/leadership team. I can tell you from my experience of doing a lateral move from one job internally to another, I didn't get RRP from either team.

RRP is not paid out if RIF'd. It's part of the budget cut.
@fd Why do you say that as the RRP policy says the exact opposite of what you're saying
If are on the list to be riffed, they wont give you a RRP bonus.
The policy says they CAN give you a RRP if RIF after Jan 1st, not that they HAVE too. So I wouldn't count on it but I would definitely point that policy out and ask.
@bd So if this is true, does that mean that there is no pressure on them to get rid of you before bonus time (to get out of paying you), if they'll dole it out anyway?
RRP is paid out between Jan 1st and the payout day IF you are laid off WITH a severance offering. This is something you should be asking about when you are let go as the policy states between Jan 1st and payout of the following plan year

@a7 If the term date is 3/5, then those RIFd may be employed as of the pay date of 2/27.
However, if notice is on 2/19 and 2/20 is the last day of the pay period in which the RRP is paid... that may be just enough of a break that the bonus is forfeited.
I heard Optum's next downsizing is 2/19 (term 3/5). UHG/UHC dates are 2/17 (term 3/3). According to Sparq/Managers Corner, RRP ("bonus") for eligible employees is paid 2/27. Review the severance plan language on Sparq to determine if there is any eligibility language that stipulates incentive payouts may be prorated or withheld at the company's discretion.
