Easy tell which layer is posting based on when they got the vendor info.
GSOC, IT , R&D likely use the most vendors IMO so I'd guess those teams are on the EM radar. Those vendor are not cheap for basic services FTE can backfill if needed. That is if its even possible anymore to backfill.
