There is also a petition that is taking signatures that will be presented to the Department of Labor. Take a look at it's request and sign into it if you support it. I've heard that this group has had preliminary talks with the department.

Another thing you can do is to apply for PERM job ads that are listed in newspaper in hopes that Americans don't apply to them. These job ads are a needed step for a company to request a green card for an h1b, but it can be blocked if the PERM ad fails a market test. You can then report a company to the Department of Justice if you don't receive word back when you apply to these ads. Recently a company was reported and the person who reported them received a nice reward from the DOJ. The following site lists some PERM ads, but you can also do this when Intel list their PERM ads in local papers.

In this round of layoffs, if the company is looking to push out Americans while hiring h1b, then you can stick it to them and block Intel's green cards.
I am writing law makers to look into H1B program. I request all of you to write to law makers about any issue you see in the H1B program. It could be some country is getting too many visas or they are taking some jobs which should go to citizens etc. Do not put your energy and frustration here. Let us channel that energy and frustration in the correct channel. Please write to law makers.

I'd bet most of those H1Bs on that list were hired by a friendly H1B. Who hired them instead of a qualified applicant. That's Based on my experience. I've seen it time and time again.

OP, of course they are still hiring H1Bs and RCGs. They are cheaper than keeping long term employees around. This can't be a new concept for you it has been happening for decades at large companies across many industries. Would you be willing to accept a 30-40% reduction in compensation in order to keep your current job?
