when do managers/directors start conversations for which engineers should be promoted to the next pay grade? any details on how this process works? i believe promotions are in july/december and the conversations start in may/october. can anyone confirm and add detail?

I have been on both ends at other companies.
I can’t ever recalling a time, EVER, when we would start with asking who should be recommended.
Long before the meeting, you should have had the discussion with your manager, know if he supports you or not, and if he is willing to bat for you. Who’s up for promotion is circulated informally among the team either over beer (or I have reasons to believe, pilllow talk).

Generally promotions come with salary increases and that would have to have been approved weeks or months ago.
So unless your manager is battling for you, believe you can do the job, won’t compete or be a threat to him and won’t make him look bad, start this conversation right now.

On a personal note, I have a BS in EE and a MS in CS. The best move i ever made was paying out of pocket for an MBA. The opportunities in management positions paid for it 15 fold. At least 15.
