They are most likely done for the year need time to cook the books for the end of year earnings. However around 2017 when they were dismantling an acquired company they kept going in November. That was more likely and exception to the rule. However with the new lunatic running OI all bets are off
The 17th doesn't align with their normal pattern. Not to say it couldn't happen, but I would highly doubt it.
@ah normally layoffs are on a Thursday. How confident are you about the 17th?
