Who actually moderates this site, or more specifically, who moderates the Intel portion of it?
Been noticing so many deleted comments lately. I’m wondering just who exactly is the “who”

Based on my 5 years visiting this site, mods scrub posts on a regular basis, and I think that applies to all forums here, not just this one.
There is a high correlation between site’s rules violation and post deletion.
In short:
- no PII (i.e. names, addresses, other personal info) - mentioning public figures such as c-suits is ok.
- no threats, no bullying others, no vulgarities;
- no derogatory speech (insults, racism, etc);
- no spamming and trolling;
- no political/religious/medical grunts or similar off-topics, that gets deleted instantly.
Other than that, pretty much anything flies.

It’s HR trying to censor. They are actively monitoring the site
alphabet and meta both did 5% layoffs recently, but curiously their employees hardly ever post to the layoff.com. Why is that? Do they know something that Intel and Boeing employees don’t know? Or are they just smarter, more confident, and love their companies?

No, they don't. This site is blocked on the Intel network completely.

The site is open for all to post and vote, including Intel HR.
Bonus: HR works with IT to associate every post with any active employee who is on the Intel network.

It's moderated by TheLayoff.com. You can read the fine print under "Content Rules" at the bottom of the page. But.... A bunch of losers in an Intel lab somewhere have nothing better to do so they are downvoting everything anti Intel
