All joking aside, the people I see at Cisco who actually get promoted are those who are decently good at their jobs (no need to be great, if they were truly great they wouldn't be at Cisco at all), and then putting in years and years. Like 10+ years....for one freaking grade bump. Is it worth it?? So much effort for so little gain.
The people complaining here are the same ones whose ONLY contribution in meetings is small talk ..
