Can manager or director reduce/increase STI assuming that Dan said "100%% and level is "performing"

@ng the figures are already set to limits like 75% for Approaching, 100% for Achieving and 115% for Exceeding and 125% for Top Performer (this applies only to your 50% individual performance component). You can search STI in Verizon Internal website to get the equation.
Absolutely NOT. This year's figures were handled totally by "the system".
Do your direct managers choose how to apportion the individual component of the bonus (give more to their 5 and less to their 3’s, etc) or is that also decided for all teams, at a corporate level?

Yes they can if they give you lower than achieving rating like approaching or need development. Remember the equation is 50% company performance which is 100% for everyone (that Dan mentioned) but the other 50% is your individual performance based on your rating.
@OP true what a8 wrote. Also performing was replaced with "achieving" as there is a 5 point scale now. HR and execs decide every year what a particular performance rating is entitled to get. For achievement (middle on the scale) it is usually from 95% to 105%. This year it was 100% and the corporate component was also 100%, that's what Dan said. So with achieving you should get exactly the same figure as your target was.
