I got a 4, and no PIP. But was any one pip-ed after year-end reviews in order for them to deny?

@a8 U know someone who had a 4. Got riffed. Getting severance.
Severance applies even if you are on PIP if they fire you before you PIP period ends then your RIF'd because it wasn't performance related. If you finish your PIP period and they terminate you on the lack of improvement then there is no severance. PIP takes many months and they would rather pay get rid of a PIP than the hold out a d have to RIF someone else in the meantime.
