Yes the 173 WARN was a one week manufacturing pause. Not full layoffs.

@r8 I'm pretty sure that Carlsbad WARN notice was related to a planned week long manufacturing shut down that was cancelled (it was supposed to be the week of 03/18). It was listed as "temporary layoff" and I just checked and don't see any more recent ones posted in CA (although this doesn't mean no layoffs as they like to stay below the threshold to post).

We just had layoffs 3 weeks ago where I’m at, in current state we all just hold our breath until the next quarter so hopefully we still have at least that long until another round.
