It's gut-wrenching to see Fiserv turn into a mediocre mess (and that's being generous). So much potential thrown away, all for short-term profits that only padded the bonuses of the higher-ups. After sticking around for 15+ years, watching this decline hits hard. What a disappointment.

Your manager can block transfers for a number of reasons. Has nothing to do with your qualifications.
Customize your resume to include more keywords that are used on the job description. That should help you get past the resume screen.
Trying desperately to get out of my department that's seeing random and constant employees being let go but all applications are declined immediately despite my qualifications :,)

Ever since fiserv merged with first data,
Nothing but money hungry VPs. They had ALL original fiserv crew train what WE knew from the company, then they discarded us.
I've only been here a few years and I feel that too.
Oh, the Original First Data people who knew the days before KKR feel the same. And since KKR still really owns the company, it will always be the same.
