@ad They have provided the target and if a person can figure out the correct starting point 'core' headcount, then that is the answer.

This is not to say that massive change is in the past, because it is ongoing and not all about reacting to revenue either.
Would not be surprised to see Intel around 40k headcount in a few years, once about half of IFS is sold or shut down. Product groups will come and go but a lot of that work will be outsourced.
Fortunately, both of these actions will result in most people landing somewhere, just not anywhere called Intel.

@a3 apparently you can't read or do math... The target started in the earnings report is ~75K not 74. The number of employees as of the end of Q2 was 96.4k. 75/96.4 = .778 or 22.2% less employees.
Is it 15% additional?

The target is 74k or 15%, which is less than was widely reported, and is done except for the groups being shut down.
$1.9B in restructuring costs are to pay for more layoffs.
