This is because they outsourced the IT dept that supports the system to Infosys and Accenture. You get what you pay for and I'm sorry that on top of all the stress you all are facing, the tools that are supposed to give you the information you need do not work. But I'm not surprised.
I tried the vzid+birth year and it kept failing. Had to a password reset and answer a bunch of security questions to get in.

I still can't access the portal too. Leave it to Verizon to layoff 13,000 people and then direct everyone to a buggy portal that isn't up to the task or demand.
(And yes, I followed the instructions for the default password)
