If a person on an H-1B visa is working in a tech or business role without having relevant education in that field (e.g., IT degree for tech roles, business degree for business roles), you may report them for engaging in unauthorized employment in the U.S. Specifically more H1b moving from tech to business fall under this category.

You are right. Many H1B worker in Risk Department have this issue and they are on the high level.
If they don't have the right skills for the job and have applied for a visa indicating they have those skills on their application, then you can report it. Just like a US person lying on their resume and getting the job, only to find out they don't have the skills required for the job. They would most likely get fired for not having the skills and lying.
@a1 If a person without degree can also do what you are doing ? why you are required in special degree case ?
