If they are not allowed/dont know coding/tech task then the problem is most of SVP/D even dont know how to give direction to team, what is the purpose of these people and roles?

Fresh graduate can manage the project very well without politics. Why do we need this many svp and D who can not give direction ?
maybe they manage the project? and sell the team to next one?
It’s strange even an PE can’t code here, simply they won’t give access to the repos and CI/CD activities, then how would they give access to SVP’s and D’s?
