IT culture is horrible in this company. How did it get so bad?

No, IT is horrible because Tony is hiring old cronies of his and pushing away the knowledgeable and talented people. Tony will be gone is 2 years or less but the damage he has and will be done will last much longer.
How did get so bad?
May be because domestically there are skill shortages?
@OP+1uRfPTti It always starts the same way, a bilingual transplant who lied on their resume gets hired as a manager so that he can interface with offshore assets. Then he hires more temp to perm, and more, and more, until DEI is out the window and 80% of the tech positions are held by fraudulent h1bs all working together to enrich themselves. every day they play off old projects or other peoples labor as their own and c-level management is absolutely clueless as to why their star ratings etc. are all in the gutter.
True. They are really like bug infestation! Company won't grow due to these contractors (many of whom are in higher up positions after years of a**s kissing)

From my personal experience on the Aetna side of IT there's legit IT that really knows the data and business with a good customer service manner. Then there's the other half that's arrogant with zero understanding to the business and data. They don't have a desire to learn the business and think if they know SQL and Python that makes them entitled god's
This goes for both onshore and offshore IT. Citizens and known citizens. To temps to Dates. It's truly rare to find IT that's experienced in the business and knows more than how to code. Quit honestly codeing at Aetna is so entry level. IT at Aetna are just report monkeys. There is nothing about them that's innovative, creative, and most importantly they're not processes improvement.
I really dislike how health plans and network management think they're anything more than report junkies.
