While management may have a rough idea of how many and maybe some of the "who", I'd be surprised if anything occurs before the mid-year reviews.
This happened in past layoffs too. Management creates a list, picks a date, and HR delays it for various reasons.
Likely this is what is happening. Once HR figures out their side it will happen. HR is always the bottleneck. Last year Farley was fuming at HR because they kept delaying the layoffs. So they went to smaller monthly layoffs. Management want satisfied with that approach.
These "rumors" are usually based in some truth. But there are a lot of moving parts for these things at Ford.

A week and a half ago an Agency guy over in building five garage was let go. Not saying the 20th of May is the date . But when the company starts to hit the agency people that is usually the start of a round of cuts. I am sticking to June.

Could before May 20th. I just went to turn on my computer and the doc station does not come on at all. The monitors do and everything else that is plugged in that area does. Could this be it? I am 55 with retirement.
