The Numbers for Sullivan Park
A total of 9 conference rooms at SP are booked from 7:30 to 5:00 on January 17th. These are ALL at Exits (for example, the pair of rooms at the south entrance of the TD building, T0S26C&G). Assuming the layoffs officially being at 8:00 and with 30 minutes per layoff, there are 16 slots per room (I am also assuming a 1 hour lunch break). So, 9 rooms x 16 slots = 144 layoffs at Sullivan Park.

if Corning is paying 60 days or more severance and benefits to the laid off workers, no WARN notice. Because even though the WARN notice sems to apply, the maximum penalty and back pay to the workers is 60 days. so they'll just pay a minimum of 60 days to anyone being laid off.
as an aside, their non-union RIF compensation is based upon years of service and Band. Union has different rules.

That is the commenter speculating that Corning will no longer be the top employer in the Corning area within 5 years, or potentially completely gone.

That is certainly true that Reynosa was hard hit - but there were also Life Sciences plants with 50%+ cuts or total shutdowns, so it misses the point: if you look at EVERY division and area, from S&T and MTE and every MAP ... the numbers are about 20% lower than in fall of 2022.

EAP and war room?
I will take a stab at defining these terms for the lady or gentlemen or other who inquired about these terms below.

EAP = Employee Assistance Program.
Think of it as a "recovery room" after the layoff. They make sure you are "okay" and can stand up and walk around before they shove you out the door.
I can only guess that the war room is where the HR people go to relax and "freshen up" when they get shell-shocked from canning so many good people. ...but that's just my guess. Anyone with a better clue please chime in.

My observations from layoff last year were that many of the big cuts happened in the Reynosa plant. So I’m not sure if WARN is only triggered when NY employee head count drops below 20%.

Hitting a large group of cleaners at Cmog , union busting at its best . 39 total will be without job as of February . Been asking the company for 2 months now about hiring a scab company , the response we received was they haven’t heard of that . Bunch of liars in upper management for sure . Way to go Corning for keeping jobs within Corning . The Houghton park complex is slated to be empty by the end of February also effecting more jobs . On the 5 year countdown where Corning will not even be in this area . People should start thinking about their future and get out now .

Here is what New York says on the WARN act:

From the WARN Act: "Employer means any business enterprise, whether for-profit or not-for-profit, that employs 50 or more employees (see paragraph (7) of subdivision (e) of this section) within New York State."

"(f) Employment loss.

  1. At least 25 employees constituting at least 33 percent of the employees at the

site (excluding part-time employees); or
(2) At least 250 employees (excluding part-time employees) regardless of whether
they comprise 33 percent of the employees at the site"

The Federal act is ~2x NY's level, and North Carolina follows that ... but there is no universe under which the Durham plant actions last year shouldn't have triggered a WARN notice ... which tells me there are more subtle loopholes Corning is exploiting (or just failing to report)

It was announced in December that Houghton Park is closing in 2024 (Decker, A & B building, C - the Noel building - has been empty for several years) - but no plans for actual moves are happening until late January (likely after layoffs for efficiency). So the Decker actions will happen at Decker - and as noted there are all-day reservations on rooms at Decker as well.

I personally don't know the SP campus population anymore, but I'm assuming it is on the order of 10%.

It is interesting - I know of at least a dozen people who have given notice the first week of January, many in the Technology community ... so I assume there are more, and wonder how all of this will impact the numbers game.

Cultural observation: as someone who survived the 2008/9 mass layoffs, things are starkly different. Maybe transparency was easier because it was a global recession/depression whereas that isn't the case now ... but regardless leadership is being highly opaque. No early retirement packages this time around, no public discussion of the 'rings of defense' ... just people here today, gone tomorrow.

While I agree that since the company has dropped 20% of workers in the last year and 0% of those were managers and above, and that primary focus of any actions should center on rebalancing the extremely top heavy organization ... these are still all human beings with lives and bills and homes and families and so on. The news has talked about record levels of families using the Food Bank, and SPCA has also talked about record food bank (for pets) usage - people are struggling and it is only getting worse. Empathy is free.

Truth be told there are so many managers and directors that are useless and add no value. They actually inhabit progress. You have to wonder how they got into these positions? Seems to me Corning is on the same path as IBM as they became a “also ran” company. Sad to see the dismantling of another once great American company by incompetent executives.

Also, will only SP folks be laid off at SP? I thought the folks at Decker have been made to clear out their offices.. so, wouldn't some of those folks also be included in the layoffs at SP?

Not to overthink it, but ...I think that is the question. I seem remember that TD rooms during last summer's layoffs were using either 15 or 20 minute slots (could be wrong) ... but depending on slicing that would just mean 24 or 32 slots per room or 216/288 total.

And Decker is weird as the 2 rooms are not in exit proximity.
