When are agency folks expected to RTO ? Is it mandatory?

If WFH is the most important factor for your employment, RTO is certainly bad for you. You should consider becoming an offsite contractor for a better life style you prefer.
There isn't enough room in my area for the Agency folks.
@OP. Agency personnel follow whatever it was agreed between Ford and the Agency at the time they signed the contract. If the contractors were hired for on site work, they have to RTO. If they were hired for remote work, they don't have to RTO.
