I believe upper level leadership has input even though they always claim they don't. Things slip out and the last go around I was told DCO survived because her regional director liked her even though they are not necessarily a top performer. There might be a method but there is favoritism for sure

@bk clearly those with no brains or those who only want themselves protected. H&C chopped the wrong layer of folks this past go around. There is 1 layer of upper leadership that should have been axed along with who they report to but instead another disaster reorg and shake up that does nothing but negatively impact performance of us little people ultimately impacting members
My manager told me I was chosen to stay over my colleague. Now I wish I was cut because doing the job of 2 people is absolutely miserable. :-(
Higher paid women in their 50s seem to be a target. These are high performers who have received good scores during reviews but someone in finance has deemed them replaceable due mostly to their salary. The theory is that you can hire three offshore people for the cost of one of these employees.
Mickey Mouse!

@OP There's a chimpanzee that throws darts at a board with names on it.
Leadership has the goals that get trickled down to management. Management can provide input but may get overridden my their leadership. They have to balance based on age so if you have too many older workers sometimes they need to swap out with some younger workers.
We are numbers on a spreadsheet. Who decides? The folks that read the spreadsheets.
