I had a performance improvement plan forced on me in February. It ended at the start of last week and I passed it. Last Friday my Boeing manager stopped me as I was getting off work, saying he had to talk to me. Manager told me the performance improvement plan he slapped on me in February was too easily defined because I was able to pass it. Manager told me he's going to slap a second performance improvement plan on me next week as soon as he's finished defining it. I believe this is abuse and want to know if my manager needs HR's approval to force multiple performance improvement plans on me?
Is there anyone I can contact at Boeing to complain about my managers treatment of me?

maybe you can file some sort of discrimination suit
or harassment suit

You need to get a hold of an employment Lawyer. Please call one immediately.
Document everything.
The last comment is correct, they want you gone. I'd start looking.
However, there is no reason not to make their life he-l on the way out.
Technically, it is bad policy to do it twice after passing. You should report it to ethics (with your name attached) and to HR. Keep ALL correspondence, print it out and do it all in writing. Any verbal interviews should be documented and minutes sent to that person for concurrence.
If they keep it up, you will be out the door, but you also may (and I say may) have legal recourse. Hence keeping documentation.
@OP - They want you gone, take the hint and find employment elsewhere
