@OP No wonder Verizon is having issue with comments like yours. Verizon is one company with sub departments. Maybe you should get on team Verizon instead of building walls within the same company. I'd hate to be your teammate there doctor doom!

Most of the outages that the Network sees are caused by the landline side. Landline can take hours and hours to get it fixed but if it's a site or true network issue they want it fixed yesterday. That's the difference. Always has been.

Layer 3... physical layer.. plenty of physical redundancy in network but of the 13,000 let go definitely had Design Engineers who designed/implemented network

Fast forward .... Outsourcing and DEI Directors no match to network design issues as they no doubt were working from home shopping
