Yes, PIPs are the first step out the door. I've heard they make it virtually impossible to stay once you're given a PIP but it takes about 3 months.

With a PIP and subsequent separation with that employee they may be required to actually keep the job open and back-fill a resource that was needed but not performing. With Layoff they can do the PIP separation and also loose the role entirely. Win Win Win.
