I’ve been trying all these years to be as good of an employee as possible but I’ve gotten sick and tired of everything here. I wouldn’t want to leave without package and I’d love to leave as soon as possible. I want to be on the list of next layoffs.
Maybe some will think it's pathetic and unethical, but I wonder what someone would do to ensure they are a layoff target?

Bad advice you forgot to mention, receiving a severance package is not an automatic.
The company can let you go without a severance package and all they have to give you is unused vacation time.
During the layoffs each dept is given a money amount as to how much they have to cut from their dept budget.
You need to learn how to act. When your manager feels you do not fit to the team, you are one step at the door to be laid off.
You can if you are a good actor.
The idea of volunteering is a nice idea, but it will only work if you are one of or the highest paid people in your area.
Remember the company motto is " save money"
So they are going to lay off a person in your dept making say $50,000 + instead of a
person who volunteers but makes under $50,000
Tell your manager if they have to let go of anyone in your group it can be you as you would be okay with it. As this would save a job for someone that needs to stay. It can't hurt to put it out there but you should continue to do your job. I know this has worked for others even if it took a year or two.
I have a good relationship with my manager. I told him, if you are asked to give names for a list, please add mine. I promised to keep the same level and quality of work, but after 18 years I'm ready for a non-corporate job. He was completely understanding and agreeable.
Not right away
Take a 3 weeks vacation, you may find a H1-B visa worker next to your desk when you come back.
He will show up in all of your meetings.
Then almost certainly, he will take over your work.

Do not do anything foolish, you could end up being fired and no package
It will never happen because you want it to happen.
