Not so sure on Richmond. Did they shut down Charlottesville yet, that is an easier target in the same state

You won't really know about layoffs unless done in mass. GE layoffs come in small groups and since most work from home they just quietly disappear.

Re Power arent there a lot of GED at Va sites working on Power? Those are easy cost out
Are you saying that the layoffs are staged? AFAIK, there were no layoff announcements, but it is true that people keep leaving without being replaced.
As for people working for Power, they were never part of Predix, AFAIK no one moved from Predix to Power. It sounds like you have some auxiliary information about the Vancouver office but don't really get what we do day-to-day.
Back in Feb there were about 70 - 90 employees at Vancouver - GE digital office. So far 10 -25 were laid off over the last couple of months and 7-10 allready left. Many more working for power now. Few are still working for PREDIX.
Why they are still running this place, paying about 1.5 - 2 million alone in rent for such small location. Safe this amount and move over to SR.
