Threatened with HR Plan (PIP) by my manager

My manager has threatened me with HR plan, if I dont pull my socks within 1-2 months. I have got a 4 rating (meets expectation) in annual performance with bonus and raise barely meeting the inflation rate.
I joined in Feb 2023 and we have been having some minor friction on expectations and him using some bait to beat me up for varied reasons. He is a core micro manager. I need some insight on what should be the next course of action here?

“Get your resume out NOW. And here’s a clue from a 20 year brokerage veteran. Those 1-5 rating scales mean absolutely nothing. They are meaningless. Other thing - it is normal to receive a barely at inflation % pay increase. If you think you should get more, you are in the wrong business.”

This is fact. Paul Sr. has stated publicly that the extraordinary effort he acknowledges he receives is only worth market (read: average) compensation.

Thank you for your advice. I am also banking on moving myself to another team or group.

Start looking for another job is the best advice I can give you. If you try to fight your manager (who has probably worked their for many years and knows his way around the company), only you will lose and your health may decline with all the stress. Even if you go to HR, they will not do much for you cause HR only looks out for the company. HR is hired by the company to look out for the company and not the employees. Therefore, do yourself a favor and start looking for another job. Even if the pay is a little less then what you currently get when you find another job, it might be worth it especially if the people are nice to work with. No point working for a micro manager just to prove that you are right and he is wrong. As long as you know what your strengths are then go out there an find another job. You won't regret it. You should always put yourself first and take care of your health since this is the most important thing in your life. Good Luck!
