The point @5ibl+1jHYO3NW was trying to make is complete different from the issue you are raising.
This does matter because it is a sign of work force reduction, less people are needed by the company. It does not mean imminent layoffs but it does often act as precursor.
Correction: Google tells a contractor (really, vendor) "solve problem X" and vendor hires Y people. The entire employer-employee relationship is on the vendor side.
If the individual thinks Google is laying them off, then they are factually wrong. It isn't a matter of perspective.
Temps, on the other hand, have a better case for thinking they have been laid off. But this topic is about contractors (vendors).
But Google keeps contractors for years which gives these contractors a false sense of job security. So from the contractor perspective, it is a layoff although legally it is not.
Because it isn't a Google layoff, dingus.
