It's might be simple for some, but for me it's definitely not easy to keep my skillset current here. I feel like I'm stuck and that my skills are becoming obsolete. Is there someone with a completely different experience who managed to significantly upgrade their skills at Dell?

You sound useless to Dell. . Dell won't invest in you when your an a$$ and a causing problems.
Maybe what you need is self help.

Coffee chats and volunteering. Don't fall for that rubbish. Go and get skilled. Find a university and get skilled. Very simple. Do something which will make you money and improve your life. Not having coffee with someone who couldn't give a fu-k. Take responsibility for yourself
Why are you dependent on Dell for your skills ? Dell does not give a fu-k about you or your skills.never mind talking about Dell and go and get yourself skilled and educated. You are not owned by Dell and your skills are your responsibility. Get skilled and then leave Dell and get a salary increase...very simple and stop moaning and go and change it yourself

If you can't find the opportunity to work on what you like at work, then there are so many avenues to get started on your interest:
- open source work
- taking a certification exam
- volunteer
- coffee chats with people who do what you like
plenty of online training and courses. leetcode etc.
you should be doing that regardless of company anyways
