Three new contracting companies (that I know of, could be more) were hired to do work for ATS over the last few months. And yes, they do FTTH installs. They also do work, including FTTH, in union areas. At this point the number of contractors surpasses the number of in-house employes. In my opinion, layoffs are on the horizon and when CBAs start to expire, they'll hack away at the union depots too. Everyone will have their day. Contractors do twice as much work and cost significantly less than paying in-house employees. Is the work done correctly? Absolutely not. Does Altice care? Absolutely not. Altice can profit more money from the work done by contractors and if you haven't figured it out yet, money is all they care about. Bottom line is that union or not, Altice will inevitably run this company exactly how they want to and nothing will stop them.
